Meaning of Organizational Development
Top Management role in Management Development:
The inauguration of a management development program must be done by the chief executive, because it involves fundamental policy decisions. Ordinarily, the planning and guiding of an executive development program is carried out by a committee composed of major executives, whereas the day to day administration is performed by the Human Resources Division. An executive development program is likely to be on paper and not in men’s minds unless the chief executive shows by example the importance that he attaches to develop management ability.
The role of HRD
HRD performs many functions in connection with executive development, even though the primary responsibility for providing on the job experience must rest with the line executives. The HRD normally is given the task of planning and scheduling training classes and arranging other forms of off the job development. Instructors may often be provided by the HRD. The HRD also handles the details concerning arrangements for executive personnel to enroll in courses, seminars and development programs conducted by professional institutions.
Meaning of Organizational Development (OD)
OD is a way of looking at the whole human side of organizational life. OD is the development of skill and effectiveness of the organization as a whole.
According to Keith Davis, “Organizational development is an intervention strategy that uses group process to focus on the whole organization in order to bring about planned change.”
According to W.G. Bennis, “Organizational Development is a complex educational strategy intended to change the Beliefs, attitudes, values and structure of organizations so
That they can better adapt TO new technologies, markets, challenges and the dizzying rate of change itself.”
Planning Process in Bangladesh (lectur-1-1-2010)
Planning is the national effort of a country to achieve its social and economic goal. Plan is formulated according to policy and strategy of the state. There is a central planning organization formulate plan. Planning is an integrated process. Organizations that engaged in implementation, Evaluation and correction of plan have active role in planning. Planning process is a combination of many steps of various related Organizations. Planning process in Bangladesh has been shown in the following chart.

Organizational Structure of Planning in Bangladesh
The organizational Structure of Planning in Bangladesh is as follows:

NEC- National Economic Council: NEC consists of all members of the cabinet. Head of the government presides over the NEC meeting.
ECNEC-Executive committee of National Economic Council: ECNEC is the highest body to execute policies taken by NEC. Prime Minister OF Bangladesh is THE
Chairperson of ECNEC and S/he presides over the meeting of ECNEC. Finance, Industries, Commerce, Public works and concerned Ministers are members of ECNEC.
Planning Ministry: The ministry is headed by the minister. Planning Ministry divided into Planning Division, Implementation, Monitoring and Evaluation Division (IMED) and Statistical Division.
ERD- Economic Relations Division: The division is former External Resources Division. This division ensures technical and financial assistance from development partners (countries and agencies). It Signs agreements/contract with development partners on behalf of Bangladesh government.
BIDS- Bangladesh Institute of development Studies: BIDS is a research organization. It studies important socio economic issues of Bangladesh. This helps Policy formulation and implementation of planning.
